State Department Urges Immediate Ceasefire in Artsakh Conflict

On September 20, 2023, the United States Department of State issued a call to Azerbaijan, urging an immediate cessation of military operations in Artsakh, also known as Nagorno-Karabakh. This plea came in response to Azerbaijan’s initiation of a significant offensive against the Armenian-majority region.

The State Department’s statement expressed profound concern over the escalating violence in Artsakh and implored all parties involved to exercise restraint and engage in constructive dialogue. It further asserted the United States’ readiness to collaborate with all stakeholders to facilitate a peaceful resolution to the conflict.

This call for an immediate ceasefire from the United States mirrors the mounting international apprehension surrounding the Artsakh situation. Entities such as the European Union, France, and Russia have all called for an end to hostilities, and the United Nations Security Council convened an emergency session to address the crisis.

The Artsakh conflict is deeply entrenched and intricate. The dispute over the region dates back to the dissolution of the Soviet Union in 1991, with sporadic violence persisting despite a ceasefire agreement signed in 1994.

The most recent outbreak of hostilities commenced on September 12, 2023, when Azerbaijan launched a major offensive against Artsakh. Armenian forces have struggled to stem the advance, resulting in significant casualties on both sides.

The humanitarian dimension of this conflict is stark. Hundreds of thousands of people have been displaced, and shortages of essential provisions such as food, water, and medicine are exacerbating the crisis. The international community has called for a humanitarian ceasefire, yet Azerbaijan has thus far declined to comply.

The United States has a long-standing involvement in the Nagorno-Karabakh conflict, serving as a co-chair of the OSCE Minsk Group, the international body tasked with mediating a peaceful resolution. The United States has also provided military and financial support to Armenia. However, it is worth noting that the United States’ influence over Azerbaijan is limited due to their strategic partnership on energy security matters, creating reluctance to jeopardize this relationship.

While it remains uncertain whether Azerbaijan will heed the United States’ call for a ceasefire, this statement underscores the increasing international concern regarding the Artsakh situation.
